Los Angeles issues hundreds of thousands of parking tickets annually, and the city has a well-defined three-stage dispute process. Understanding each stage gives you the best chance of success.
LA's Dispute Deadline: 21 Days
You must submit an Initial Review within 21 days of the citation date. After 21 days, you lose the right to contest and the fine increases substantially - to 200% of the original after delinquency.
Stage 1: Initial Review (21 Days)
Submit online at laparking.org. The Initial Review is a written statement of your grounds, reviewed administratively.
Best outcomes at this stage:
- Factual errors on the ticket
- Meter malfunction with photographic evidence
- Clear administrative error
Most Initial Reviews are decided within 1-3 weeks.
Stage 2: Administrative Hearing (15 Days After Denial)
If your Initial Review is denied, you have 15 days to request an Administrative Hearing. Hearings are available in person or by mail.
In-person hearings take place at the Los Angeles Parking Violations Bureau. You'll appear before a hearing officer.
Mail hearings: Submit all written evidence by mail. Decisions take 3-6 weeks.
Stage 3: Superior Court (30 Days After Hearing Denial)
If the Administrative Hearing is denied, you can appeal to Los Angeles Superior Court within 30 days. A filing fee applies. A judge reviews the case.
Valid Grounds for LA Dispute
Los Angeles accepts:
- Sign illegible, missing, or not conforming to California Vehicle Code standards
- Parking meter broken or out of order
- Medical necessity (documented)
- Vehicle sold before ticket was issued
- Wrong vehicle description on ticket
- Administrative or clerical error
- Ticket issued outside enforcement hours
LA-Specific Violations
Preferential Parking Zone (PPZ): Common violation. Disputable if the zone was improperly signed, if you have a permit for that zone, or if the zone designation wasn't properly adopted.
Street Sweeping: Very common in LA. Disputable if the sign was missing, not conforming to CVC standards, or blocked.
Expired Registration: LA officers sometimes issue parking tickets for expired registration stickers visible in the windshield. Disputable if registration was valid or recently renewed.
Tips for LA Disputes
- Photograph everything - signs, meters, your vehicle's position
- Request the officer's notes - you can request the issuing officer's notes through the Initial Review process
- File early - Initial Reviews filed early are processed faster
- Submit to mail hearing if you can't appear - written hearings have a reasonable success rate in LA with good documentation
After the Decision
A dismissal in LA means you owe nothing and any payments are refunded. A denial at Stage 2 triggers your 30-day window to appeal to Superior Court.
